position
firstlight power is seeking a land management specialist to join our land management and compliance team.

the land management specialist will be responsible for reviewing applications and drafting permits for uses of company lands. this position will aid in implementing the procedures as required by the federal energy regulatory commission (ferc), which include shoreline management programs and practices at hydroelectric generating sites. this position provides support through administration of an online public permit application portal, reviewing requests to generate reasonable uses of company lands while ensuring natural resources protections, erosion controls and riparian buffer restoration. the land management specialist will aid in maintaining database systems and documentation to ensure compliance with federal, state, local, and corporate regulatory requirements.

key responsibilities provides guidance to the public on shoreline permitting application requirements, how to navigate the company website, and accessing the permit application guidelines, forms, the online permit application portal, and online recreation reservation systems. receives and reviews application submittal maps and site detail materials both via online portal and via mail, then associates and assigns the materials to a property location, confirming ownership via the permitting database. maintains a record of checks and online payments received for permit application fees, enforcement fees, and commercial rent payments. enters payments into the shoreline management database. tracks and collects unpaid fees. uploads land management documents, maintaining digital and hard copy filing systems. uploads documents into the shoreline management databases. reviews and interprets property ownership from gis, surveys, and hard copy maps as part of application review, to ensure requested uses are compatible with the guidelines of the shoreline management plan. assesses completeness of application materials submitted to determine if the application can be accepted for review and moves the permit status forward for review. assists in the review of permit application materials which may include surveys, site plans, design drawings, and construction details for conformance with firstlight’s shoreline management plan. assists with the preparation of documents, permits, and enforcement notices. conducts site inspections and field inventories to enter shoreline uses to confirm the accuracy of data. documents shoreline and land uses on company lands including docks, shoreline structures, site improvements, and encroachments. identifies, posts, and processes violations notices. organizes and schedules regulatory stakeholder meetings and consultations, aiding in the preparation of compliance reports and filings. creates, maintains and updates digital and hard copy land management compliance files as needed. communicates professionally and effectively with the public, in person and through email, phone and document transmittal on shoreline issues. prioritizes incoming requests to ensure issues raised are addressed in a timely manner, acts as the first point of contact for general inquiries, and elevates major concerns to manager for response. acts as a team member with all employees of firstlight staff. strong commitment to high ethical standards and best work practices. other functions and projects may be assigned.
qualifications / skills sought
education / experience: bachelor’s degree in environmental, ecology, biology, natural resources, landscape architecture or design, construction management or a related field. 2-5 years’ experience (required) in land use permitting or regulatory processes through preparing and/or review of site plans, surveys, and maps. proficiency in pc, internet and related software and database entry skills. proficient in word, excel, outlook, powerpoint, adobe and other systems. excellent organizational skills, task oriented and ability to perform repeated data entry. individual must be a self-starter and able to manage personal scheduling of time to meet daily changing workload. ability to work self-guided on projects and tasks with strict deadlines as assigned. understands that the regulatory schedule drives many task completion dates. interpersonal skills and capability to communicate with the public via phone, email and in person. ability to work under stress from contact with public, demanding deadlines and changing priorities and conditions. must be able to handle confrontational interactions with the public and maintain a professional demeanor. ability to read, understand, and orient maps, site plans and surveys in the field spatially. familiarity with general site construction practices and use of gis mapping software as part of normal work. preferred skills: experience performing site compliance inspections, safely navigating hillsides, uneven terrain and navigational boating experience. certifications or licenses: arborist, landscape architecture, certified professional in erosion and sediment control or stormwater quality, home improvement contractor, soil scientist, sanitarian, surveyor or other related fields. ability to cross train, maintain flexibility with daily assignments, reprioritize and manage time. understanding of general real estate transactions and principals, including; deeds, leases, licenses, land rights, legal documents, land records, title searches and surveys. knowledge of esri/gis systems and their operation, experience with purchasing, receiving, programs and general accounting practices. (e.g. maximo, online payment systems)
physical requirements ability to be physically mobile (stand, walk, reach, climb, bend) and also the ability to sit for prolonged periods throughout the day/work hours. manual dexterity sufficient to operate keyboard, copier, telephone, and the ability to write and/or type. must be able to occasionally lift and/or move up to 25 lbs. moderate noise level in the work environments. 75% of the work is performed indoors and 25% is performed outdoors. work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
