“on call” construction inspector work scope:
provide water and sanitary sewer pipeline construction inspector to operate as an extension of vaw’s staff. daily tasks include but are not limited to:
1.response vaw or contractor “on call” inspection request within 48 hours. inspector needs to be present at all times for the duration of construction, to ensure all applicable items are inspected according to vaw specs and construction plans.
2.participate pre-construction meeting, walkthrough with the project team, and take photos/videos to document site conditions before construction commence.
3.participate construction progress meeting.
4.construction oversight and documentation of daily work performed by contractor. submit daily inspection report (including photos/videos) via email and/or using vaw computerized work order system (e.g. mapcall). the inspector shall take photographs of the project on a daily basis. the photographs shall document the contractors’ progress of work, any discrepancies between the plants and field conditions, utility conflicts, materials storage and usage, permit & safety appliance, and the layout of contractor’s work zone. each photo shall be given a descriptive file name with the date the photo was taken so it can be easily referenced.
5.collect water facility gps data during construction by using vaw gsp survey equipment and vaw gis software system.
6.inspector shall review contractor’s work zone safety and traffic lane closures on a daily basis to ensure compliance with vaw, vdot and osha safety requirements. any issues shall be immediately brought to vaw engineer and contractor’s attention, record them at daily logs, and ensure contractor correct a safety issue in a timely manner. the inspector may order the shutdown of construction activities if there is a concern for anybody’s safety, and shall immediately notify vaw engineer and safety manager.
7.coordinate residence and/or 3rd party concern and response with vaw engineer and communication manager.
8.observe pipeline pressure test by contractor, and collect & deliver water samples to vaw lab.
9.observe contractor operate valves on behalf of vaw staff.
10.inspect materials supplied by contractor, and ensure meet vaw specs requirements
11. distribution, tracking and collections of materials supplied by vaw.
12. coordinate technical questions and responses (including field orders, work change directives, and change orders) with vaw’s engineer.
13. do final inspection, maintain an ongoing or running punch list of unacceptable work, damaged property, and unresolved items, and followup their corrections.
14. review contractor’s submittal, including invoice, as-built drawing & sketches, and provide feedback to vaw engineer.
15. if required, draw construction as-built drawing and/or sketches in pdf format and submit to vaw engineer review.
