Required - cost estimation engineer (01 position) - saudi arabia, khobar

Job role summary

accountable for the delivery of and technical quality for internal cost engineering deliverables to match the project objectives and strategies (pos).

responsibilities:
• estimate for a variety of small, medium, and large e&i construction/ maintenance projects in refining, chemicals, midstream and upstream using appropriate tools and systems.
• engage design/execution/peer input as required.
• proactively review the tender techno commercial clauses and raise tqs on time. ensure all assumptions / clarifications are properly documented.
• provide support for any selection and optimization during project development.
• support project team in identification, evaluation and capture of capital efficiency opportunities and estimate risks.
• perform cost reconciliation to previous estimates as project develops.
• work with benchmarking group to develop relevant benchmarks to be included in the estimate confidence package.
• knowledge and experience in project/activity scheduling.
• proficient in ms excel, word, project and primavera.

job requirements:
• degree in electrical engineering, engineering technology or construction management from a recognized university.
• minimum 4 years of prior experience in maintenance contractor or epc or project management in the oil & gas industry and petrochemical
• preferred; saudi experience and commercial and market knowledge with companies in eastern region of saudi arabia, with companies like, madden, sabic, saudi aramco etc.
• preferred; a wide vendor base and knowledge about cost estimation of major electrical equipment/systems like outdoor switchyards, gis electrical substations, power transformers, high /med. voltage switchgears, vfds and vsds, mccs, ups, batteries, cathodic protection system, grounding, plant lighting etc.
• should be able to fully understand the technical requirements/specifications described in the bid and arrive at most optimum solution and cost.
• should be fully versed with practical interpretation and application of national electrical / instrumentation / telecommunication codes like ieee/ansi/itu and other relevant international/saudi codes and standards.
• experience in constructability study, contracts management and knowledge about requirements of interfaces inside an operating plant or other brownfield environment with a focus on cost optimization and offering the most economical bid solution.
• understanding of qa/qc and hse requirements.
• preferred; experience on an executing project.
• preferred; prior experience interfacing with contractors or teams remotely across multiple countries
• minimum 2 years of experience in cost estimation or proposal execution
• good command of english both written and spoken
• strong presentation skills in english
• strong interpersonal and communication skills; ability to clearly and concisely convey recommendations to project team members and company leadership/management
• ability to travel as per business needs
• strong organizational, coordination, planning, and interface skills
• able to work well with others in a fast-changing environment
• strong excel and powerpoint skills
• experience in training/mentoring new employees
