about the role:

this role provides a unique opportunity to lead the development of a first–class procurement service in an exciting and forward–thinking london borough. with a spend of over gbp500m p/a, this post plays a key role ensuring the councils third party spend delivers the fairer westminster priorities and ensures maximum value and benefit is delivered to the borough and our residents, delivering a social return wherever possible on every pound we spend.this role leads the tendering service which provides a fully managed tendering service across the spectrum of all council services, works and corporate needs (from environmental services, city management, growth, planning and housing to adult and children's services). the performance of this team has a critical impact on the quality and cost of council services as well as the reputation of the service itself.this role provides strong professional leadership and technical knowledge of procurement for the council and works to continue to improve the practice and to drive innovation in our work.this role leads the large programme of procurement projects, shaping the strategy, overseeing delivery and driving forward the highest professional standards and outputs.as this role manages the majority of the staff in the service, a key part of the role involves providing strong people leadership and managing the resource allocation for the service. this requires effective working across the procurement & commercial service to ensure effective matrix working.an essential part of this role is the delivery of an internal talent pipeline. you'll mentor and develop the skills and capabilities of each team member working on an exciting number of high–profile schemes. this will ensure you're driving productivity, nurturing improvement and positively impacting our cost–reduction initiatives. the work you do with this talent initiative will maximise efficiency, simplify the business and lay foundations for how we growthe role provides strong co–ordination and technical consistency across the tendering function as well as identifying cross cutting and strategic procurement opportunities.this role involves developing positive working relationships with stakeholders at all levels, legal and finance as well as commissioners, senior managers, budget holders and other specialists who are involved all stages of the tender process through to contract award.this role is playing a key role in continuing to develop the service as a strategic enabling service, which is positive and works alongside customers to support the delivery of outcomes for the council. this includes having a sound management of risk, being proportionate and being solution focused. about you:
