position summary: nuscale seeks a licensing engineer 3 experienced with developing compliance strategies and documentation for regulatory requirements governing seismic evaluations and structural design. the licensing engineer 3 supports assigned regulatory projects while ensuring compliance with nuclear safety and licensing requirements. the licensing engineer develops timely and high-quality products for submittal to regulatory agencies. the licensing engineer also supports engineering, test, safety analysis, and other internal resources on regulatory and licensing activities in support of licensing applications. the licensing engineer interfaces with the nuclear regulatory commission on assigned activities.
 

essential duties and responsibilities:

prepares, edits, and reviews regulatory submittals in support of the nuscale licensing effort. applies authoring, reviewing, editing, document planning, and organizational skills to prepare large and complex nuclear license applications as well as technical and topical reports and white papers.supports resolution of issues and process development and implementation for compliance with applicable regulatory requirements for assigned projects.provides tactical direction and technical regulatory guidance to internal project resources and cross-functional work teams for moderately complex issues.develops licensing processes, schedules, and presentations for regulatory engagements and actions.provides licensing support to potential clients; provides input to other legal processes for obtaining licenses and permits.executes submittal of project licensing documents and ensures that licensing documents are complete, well-written, accurate, timely, and in compliance with licensing strategy, commitments, and statutory requirements in all material respects.interfaces with regulatory agencies on behalf of nuscale power, including delivering licensing presentations on nuscale’s behalf.supports and/or participates in generic industry initiatives.allocates work and time to project schedules.performs other duties as assigned.

minimum skills, qualifications and abilities:

education: a minimum of a b.s. degree in civil engineering, other engineering, engineering technology, or science is required. an advanced degree is preferred.experience: a minimum of 5 years licensing experience in the nuclear industry at nuclear power plants, nuclear reactor suppliers, or nuclear industry architect-engineering firms is required. experience with u.s. nrc general design criteria, nureg 0800 (chapter 3 in particular), regulatory guides, and providing licensing services supporting design of structures, systems, components and equipment preferred. other nuclear, engineering and legal/regulatory background may be considered. additional experience in the following areas is also highly preferred:concrete, steel, and foundation structural design and analysis.familiarity with static and dynamic analysis techniques and requirements.familiarity in finite element analysis.working knowledge of the following codes:  aci 349 & 318, asce 7, ibc, and aisc n690, steel construction manual and seismic design manual.industry requirements: eligible to work under department of energy 10 cfr part 810.quality assurance: prior understanding or demonstrated implementation of quality assurance regulations, standards and guidelines such as 10 cfr 50 appendix b, 10 cfr 21, nqa-1 and asme section iii is preferred.
