summary

the hse superintendent will have the ability to champion health, safety, and environmental (hse) processes and systems for pd’s rigs and shops aligned with pd’s hse strategy (short and long-term).  establish and maintain world-class hse standards and standards while actively coaching for consistent implementation and execution.  demonstrate leadership and interact with employees at all levels to provide hse coaching and guidance to all levels and positions.  provide hands-on involvement and modeling in the workplace to correct deficiencies, unsafe conditions, at-risk behaviors to ensure continual improvement and create a learning hse culture. effectively communicate with supervisors, management, and other leadership to address and resolve potential hse systemic and/or non-compliance issues. 

responsibilities

understanding of drilling and shop operations to assist with hazard and risk evaluations, as well as development of effective controls and risk mitigations. work to advance hse fundamentals by demonstrating leadership with respect to risk assessment, observations & hazard identification, step back and stop work, incident management and investigation, learning from incidents and near misses, short service employees & competencies, and critical safety. assist with the development and submission of hse-related corrective actions and support supervisory and management staff to track and verify timely closure of tasks. educate and coach employees to consistently use safe operations verification during tasks, focusing on sov four phases:  plan, check, start work, learn. collaborate in the development of and continuous monitoring of hse inspections as defined by hse regulatory and company controls– walk-arounds on-site with employees, as well as “hazard hunts” performed by crews that can be done in the absence of on-site hse personnel. continually monitor assigned rig and/or shop’s hse performance to identify and communicate trends on a scheduled and consistent basis. assist with the training and coordination of rig/shop-based emergency response drills; ensure emergency response equipment is maintained and inspected. educate and coach rig/shop management during incident investigations to determine root causes and contributing factors required for the investigation and learning review board. hse oversight of critical safety jobs, for example, permit to work, confined space entry, hot work in potentially hazardous areas, fall protection hazards and inspections, lock out/tag out, man riding, high angle rescue at heights, high-pressure lines, and non-routine rigging/crane operations. allocate at least 70% of work time on location, engaging and coaching crewmembers in safety conversations and hse fundamental behaviors, identifying at-risk behaviors, overseeing hse aspects of high-risk jobs, evaluating controls, and identifying and correcting unsafe conditions. assist employees with developing and performing task-specific jsas and requests for critical task assessment (cta) revisions. assist supervisors with planning and participating in crew safety meetings.    assist management with environmental inspections and compliance to ensure company, customer and regulatory compliance. assist, monitor, and verify compliance of the short service employee (sse) and mentoring process to ensure the process is effectively implemented, maintained and that on-the-job training is being provided to develop sses. provide hse oversight for third party personnel to ensure compliance of standards, safe behaviors and safe conditions are maintained.  verify that third party equipment brought on-site has been determined safe, fit for purpose, and is properly installed/removed. communicate and educate the rig with the implementation of specific hse bridging document requirements as directed by hse management.

understanding of u.s. regulatory compliance and ability to understand and communicate details of hse management system (hsems) standards, processes, tools, and guidelines

obtain and maintain specialized certification, licenses, documents, and training as required by company, customer and/or regulatory, as applicable.

ability to plan (short- and long-term) and coach to drive rig/shop safety performance and culture.

ability to identify and prioritize opportunities for improvement and develop specific action plans.

excellent written and communication skills to effectively verbalize and document hse information for written reports, presentations, and customer interactions.

planning, problem-solving, organizational skills are required to develop rig site visit and coaching strategies and to perform hse activities at assigned assets.
