penfed is hiring a program manager business resiliency at our alexandria, virginia location. the purpose of this job is to support regulatory compliance and administrative business resiliency. the incumbent will assist with various internal programs such as business continuity management (bcm), disaster recovery, enterprise incident management, and third-party risk management. key functions for this role include business impact analysis, risk assessment, integrated program plans, program exercises, enterprise incident management program including enterprise resiliency training and incident response, third-party vendor management of contract resiliency requirements, project management office resiliency requirements, and lead internal and external audits.

influence the second line of defense to align the organization’s resiliency, risk appetite, and support penfed business units and credit union service organization  cusos.
support and backup the leaders of enterprise business resiliency.
provide support to the business resiliency policies, procedures, best practice framework, regulatory compliance, and coordinate with business leaders with ownership of interrelated policies and procedures to ensure accuracy. 
monitor business continuity, pandemic, crisis communication program templates and playbooks, reports, key risk indicators (kri), key performance indicators (kpi), training materials, and other supporting documentation.
implement technology and business recovery exercises.
facilitate and monitor simple to complex enterprise-wide exercises and track risks, enterprise program gaps, and recommended/proposed solutions.    
create business impact analysis (bia) methodology and facilitate a by engaging senior leaders, data analyst annual bia process, reports/presentations then deploy strategic solutions to reduce risk.  
monitor and support enterprise incident management (eim) program and the supporting education, processes, training, exercises, reports, and documentation for the threat assessment team (tat), disaster recovery team (drt), and regulatory bodies. 
facilitate business resiliency plans, enterprise incident management plan (eimp), playbooks, crisis management communication plan, pandemic plan, and penfed member disaster recovery plan remains relevant.    
manage eim processes through leadership during all incidents, including daily on-call support, leading threat assessment team/disaster response team and ever bridge calls, documenting and distributing meeting minutes, remaining on-call during incidents to provide monitoring and support, and coordinating the distribution of resources, supplies, and other necessary items. 
support preparation of requested third-party vendor audits, internal audit, regulatory examiner materials, and lead with auditors and examiners. 
maintain bcm and enterprise incident management program tools.

qualifications




an equivalent combination of education and experience is considered.



bachelor’s degree, preferably in business management or operations management.
minimum of five (5) years’ experience in the fields of business continuity management, crisis and incident management, disaster recovery, enterprise operational resiliency.
minimum of three (3) years’ experience with infrastructure technology.
minimum of three (3) years’ experience in managing corporate crisis management programs.
strong analytical skills and problem-solving skills.
strong written and verbal communication skills.
proven ability to work in a fast-paced and decentralized environment.
proven ability to balance multiple priorities, adapt to constantly changing business environment, work independently, drive projects to completion, and meet deadlines in a fast-paced environment.
demonstrate abilities in problem–solving and analysis identifies issues, analyzes information to assess root cause and relationships, risks, and potential risk responses. proven ability to synthesize complex data into concise recommendations and reports to senior management.

supervisory responsibility



this position will not supervise staff.

licenses and certifications



certification in cbcp, cfcp, or similar resiliency field.
pmp certification encouraged.
 

work environment


while performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

travel


ability to travel to various worksites and be on-call may be required. this position is an on-call role with support during evenings, weekends and holidays will be required.
