job purpose:

the human resources (hr) administrator contributes to the efficient operation of the human resource department by providing administrative support to the planning & recruiting manager. the hr administrator will be responsible for recruitment activities such as, identifying future hiring needs, designing job descriptions, sourcing candidates through databases and social media, conducting interviews, filing paperwork, and keeping abreast of employment laws and legislation.  in addition, the hr administrator will monitor the issuance of disciplinary action for drivers and other positions as needed. 

the hr administrator will also serve as backup for the payroll team and assist during heavy work periods and when payroll staff is unavailable. 

a successful hr administrator has excellent interpersonal skills, is organized and detail-oriented, remains up to date with employment regulations affecting all wismettac locations, and keeps informed on company hiring. a good hr administrator can assess candidates' skills, experience, and relevant knowledge and compare them to job requirements.

essential job functions:

recruitment

coordinate all aspects of the recruitment process throughout the organization, which includes planning, implementing strategies, and developing new and creative recruitment ideas.responsible for handling administrative duties and record-keeping, as well as working with hiring managers on recruitment processes that are in compliance with relevant federal, state, and local employment laws.create and develop various methods of recruitment to provide a diverse candidate pool of qualified candidates required for each job profile.build and maintain networks to find strong candidates required for a particular post.communicate with managers and other employees on a regular basis to establish rapport, gauge morale, and source new candidate leads.responsible for maintaining records of all recruiting activities at each branch location.coordinate with branch offices to ensure the timely collection of employee data for new hire/termination/benefits enrollment/status change, etc.manages full-cycle recruitment process for all candidates to ensure a streamlined and efficient process and offers a positive candidate experience.create job descriptions and post open positions. manages job postings and updates.meet staffing goals as set by the recruiting manager and company.assist in training, mentoring, and coaching managers and other employees involved in the hiring process throughout the company.

employee relations:

consult with managers on employee relations (i.e. driver accidents) and other job-related issues.  provide proper direction to branch locations to ensure the proper collection of backup documentation, creation of documents to be administered, tracking of documents, and recording the action into the employee’s file.review, recommend and draft appropriate disciplinary actions. review similar disciplinary action matters and confer with hr management in administering correct action. interpret, communicate, and ensure compliance with applicable employment laws, company policies, and procedures.maintain a positive employee relations climate by responding to employees' concerns, addressing issues proactively, and supporting management regarding proper company practices.maintain effective communication and good working relationships with employees at all levels of the organization.

miscellaneous

assist the planning manager in implementing projects according to the hr operating plan and organization strategic initiatives.assist in defining scope and requirements of projects: develop project plans, ensure effective functioning of projects, define resourcing required, and supervise implementation.other hr-related duties as assigned.experience/ training/ education:

the ideal candidate will have a minimum of an associate’s degree. more than 3 to 5 years of experience in human resource practices with a focus on fully cycle recruiting and employee relations.  hr administrator should enjoy detailed work.  bilingual in english/ spanish is preferred.

knowledge/ skills/ ability:

the hr administrator must have a thorough understanding of federal, state, and local requirements in regards to recruiting; the ability to organize and prioritize numerous tasks and complete them under various time constraints; perform his/her job responsibilities as the workload fluctuates; multitask and keep projects progressing simultaneously; communicate effectively and work cooperatively with staff, management and business partners; ability to communicate with individuals at all levels of the organization; excellent interpersonal skills in order to handle sensitive and confidential information; ability to verify, draft, and update database quickly and accurately; proficient in various recruiting tool;  proficiency in microsoft office applications (i.e. word, excel, access, powerpoint).  

working conditions:

hr administrator generally works 40 hours per week; however, some work shifts or overtime during busy periods will be required. the majority of the work is performed while sitting at a desk, involving typing and reading on a computer terminal.  the incumbent should enjoy talking to people directly or on the phone while maintaining the confidentiality of the information that she/he may obtain from such interaction.   may require some business travel (10%) to attend job fairs.
