Finance manager - united kingdom, biggleswade, bedfordshire
this progressive town council is looking to recruit a finance manager to support the head of finance, in the management and operational delivery of the councils broad finance function.
with day-to-day responsibility for the council finance & accounting function, to include procurement and commissioning, this is an interesting role offering challenge and variety.
key accountabilities
* production of monthly position statements and monthly projected outturns.
* the production of the original estimates.
* the creation of ad-hoc reports.
* interrogation of the accounting ict system.
* closedown of accounts.
* completing the payment of accounts with support from the accounts assistant.
* the management of the payroll in partnership with the councils outsourced payroll partners.
* liaison with the head of finance & strategic partnerships connected to the banking function.
* liaison with the councils internal and external auditors.
* the operational activity around the revenue function including cash receipts.
* completion of the councils corporate risk register and appropriate mitigation strategies.
* completion of regular efficiency and cost reduction reviews.
* maintenance and review of the councils financial regulations.
* maintenance and review of all associated financial processes.
required experience & knowledge
* a minimum of 5 years management experience in local government and/or the private sector.
* subject matter expertise in finance/accounting functions.
* successful track record of building effective and productive working relationships with senior managers and/or senior politicians.
* evidence of building sound internal relationships and excellent external working relationships and networks with the public, private and voluntary sectors.
* demonstrable success in change and improvement management, managing a diverse range of services and translating organisational ambitions into real achievements that benefit service users.
you should be part qualified/qualified in accounting (cipfa, aat, acca or cima) and hold, or be prepared to study for, the cilca qualification within 12 months of appointment.
previous experience working in a multi-disciplinary environment is essential and detailed knowledge of the functions and role of a larger local council would be ideal (but not essential).

this is a permanent role paying gbp28,000 - gbp32,500 + 22 days annual leave (rising to 25 days after 5 years' service) + bank holidays. standard working hours are monday to thursday 9.00-17.00 and fridays 9.00 -16.30
