fenland district council is a rural district council with big plans for its residents, communities and businesses. with support from government, the county council and the cambridgeshire and peterborough combined authority, we are delivering inspiring projects across the district bringing new economic opportunities for local communities and businesses whilst ensuring the council remains financially resilient as we recover from the impact of the pandemic.

at a critical time for the council, we are investing in our finance department to ensure it has sufficient capacity to fulfil its statutory duties and broader responsibilities in respect of technical accounting issues in local government, particularly those relating to capital accounting, capital financing and the collection fund.

reporting to the chief accountant, you will have an awareness of the capital accounting and financing frameworks which operate in local government, as evidenced by recent experience or a professional qualification.

senior managers in the council and colleagues in the finance team will look to you for technical expertise and guidance throughout the year as many of the council s current and forthcoming projects and complex in nature and will require ongoing monitoring and consideration.

you will be expected to play a key-role in the council s budget-setting and year-end processes. to achieve this, you will need to organise your time effectively to deliver against key milestones obtaining relevant information from partner organisations (including precepting bodies), professional advisors (including external valuers), as well as from colleagues across the organisation.

experience of supporting the external audit process would also be beneficial.

the council has embraced agile working and has a flexible approach to working patterns. some members of the finance team already work part-time and consolidate their hours to fit around commitments outside work.

whilst adhering to key deadlines will form a key part of the role, the council is open to proposals from suitably qualified individuals about how they could fulfil the requirements of the role without necessarily working full-time.

staff will be expected to spend some of their time based in the council s offices in march which are located adjacent to the railway station. however, many staff work effectively from home.
