job description: in january 2021 we published a report which cited large scale failures of the phosphate targets in river special areas of conservation (sacs). as a result of the 'dutch nitrogen' case the scope for authorising new development that will lead to additional nutrient loading is likely to be limited where the conservation status of the sac is unfavourable due to nutrient standards being exceeded. the sac rivers project was set up to enable nrw to set out our regulatory role and responsibilities on how we will tackle nutrient pollution impacting the sac rivers in wales.

this is an exciting opportunity to join nrw's permitting team. you will be working closely with our sac rivers project manager and workstream leads to deliver the objectives for the sac rivers project in the context of nrws wider roles and responsibilities.

you will determine the outcome of water quality environmental licence/permit applications through sound decision making for applications for their assigned regime by carrying out appropriate technical assessment in accordance with nrw policies and procedures where available, and issue, refuse or vary permits to time and budget.

to provide support on the assessment and determination of water quality permit applications in accordance with nrw policy, processes, guidance and procedures.

to provide advice to cover the water quality permitting regimes relevant legislation. to be accountable for non-routine strategic permitting work needed to ensure nrw are issuing effective permits in line with changing legislation and regulatory requirements.

to work closely with water quality team members and across the permitting service, to share both routine and non-routine work to maximise efficiency and utilise individual strengths.

to support and work collaboratively with the permitting service to ensure process efficiency and consistency of approach.

undertake technical screening reports to inform on applications in relation to your subject area.

develop and maintain effective customer relationships (internal and external) to ensure good understanding and the efficient delivery of fit for purpose licences and transition into compliance activities.

produce appropriate records of decisions, actions and outcomes to justify and demonstrate that all legal and procedural requirements have been met.

produce and provide regular accurate information to managers on progress, to adapt and ensure delivery of work to time and cost.

you will be able to demonstrate knowledge and experience of the following:

1. qualifications for permitting officer 2 under the installations, marine, waste, water quality and water resources regimes require a degree or equivalent in a relevant scientific discipline. 2. qualifications for permitting officer 2 under the felling and species regimes require level 4 of the credit & qualifications framework or equivalent. 3. customer service experience and ability to influence/persuade to achieve desired outcome. 4. an understanding of the environmental permitting regulations and how they relate to the permitting process. (desirable) 5. experience of decision making using technical software and modelling programmes. (desirable) 6. ability to identify efficiencies and improvements in processes and ways of working. (desirable)
