we are looking to appoint a chief executive/ clerk to direct, control and manage the resources and activities of the middle level commissioners (mlc)

you will be responsible for ensuring that sufficient, cost effective, and efficient services are provided to the public in accordance with the objectives and priorities set by the commissioners.

the middle level commissioners are a land drainage authority in eastern england responsible for 120 miles of major watercourses, 100 miles of which are statutory navigations.

we are responsible for flood risk management and navigation on major ordinary watercourses within an area encompassing parts of peterborough city council and cambridgeshire and norfolk county council.

due to the impending retirement of the present post holder the commissioners seek a self-motivated and suitably qualified person to fill the position of clerk/chief executive.

the successful applicant will be expected to have a good working knowledge of the land drainage act 1991 and flood and water management act 2010 and be able to become quickly familiar with the local legislation that also governs the commissioners’ functions.

key responsibilities:

lead the development of mlc policies, strategies and budgets designed to achieve mlc objectives and priorities and to maintain and improve the services provided to the public.
ensure that agreed policies are implemented and objectives met by monitoring progress, reviewing resource allocations and reallocating resources or taking appropriate actions when objectives are not being met.
ensure we are able to react and act appropriately to any legislative, economic and environmental changes affecting mlc.
develop and maintain positive and effective working relationships between members and employees. project clear consistent messages to mlc employees so that they understand exactly what is required of them.
ensure that all employees are able to develop their skills and abilities and are empowered to make an effective contribution via appropriate training.
regularly review key employee performance and take any necessary action.
direct and lead the work of senior employees towards the achievement of mlc objectives.
ensure that good working relationships with relevant external bodies and persons are built and maintained.
represent mlc/idbs at meetings and on committees of external bodies as necessary and appropriate. for example, ea, defra, ada and professional body committees.
respond to enquiries from the media and issue appropriate press and media releases from time to time on behalf of mlc/idbs.
to publicise the functions of the mlc and make presentations to outside bodies or persons.

the post holder will have overall responsibility for overseeing the legal, financial, health and safety, land and property and the management and administration departments for the middle level commissioners.

a competitive salary, in excess of £85k, will be offered together with an essential travelling allowance.
