General description of role and responsibilities:participate in the planning and formulating of design alternatives and solutions for the construction project.work closely with project sponsors, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.manage program and project teams for optimal return on investment and coordinate and delegate cross-project initiatives.identify key requirements for cross-functional teams and external vendors.develop and manage project budget and be accountable for delivering against established business goals/objectives.work with other program managers to identify risks and opportunities across multiple projects within the department.analyze, evaluate, and overcome program risks and produce program reports for managers and stakeholders.communicate with the client representatives continuously regarding project progress and areas of concern.develop and administer project budgets, fiscal controls, contracts, and quality control provisions.direct work sequencing to expedite project delivery and minimize disruption of ongoing operations.ensure that project operations comply with design specifications and client requirements.informs themselves of the relevant quality, environmental, safety, and occupational health policies, manuals, and procedures within hill international and ensures continued compliance with these requirements while employed by hill.perform other duties as assigned by the line manager/supervisor.skillsqualifications, experience, knowledge and skills:bachelor's degree in engineering from an accredited university.minimum 20 years experience in managing large-scale infrastructure programs consisting of multiple projects.experience with major government and/or semi-government programs and project implementations.extensive experience in the construction management of water and wastewater works.experience in implementing a zero-accident philosophy.a record of engagement with government entities/utility providers.excellent verbal and written communication skills.experience working internationally.
